PNDP REINFORCES CAPACITIES OF MAYORS AND CDO ON PNDP phase III

Mayors of the North-West Region and their collaborators, the CDOs, have been schooled by PNDP on the harmonization of tools and methods in the understanding of socio environmental aspects within the implementation of PNDP phase III. The two day workshop that took place at Bambui was chaired by Lanyuy Larry, Secretary General at the North-West Governor’s office. While opening the workshop, the Governor’s representative emphasized on the necessity of reinforcing the capacities of councils, as this will go a long way to improve on their effectiveness and efficiency in the primordial role they play within the frame work of decentralization.
The North-West Regional Coordinator of PNDP, Nkanjo Bruno Daniel, shared the necessary tools that will take into consideration, the socio economic aspects that were developed the framework of PNDP.

It is a singular pleasure for me to welcome all of you to this workshop organize to reinforce the capacities of actors especially the Mayors and Divisional Delegates of MINEPDED and other stakeholders in socio environmental aspects within the implementation of PNDP III activities. At the time when the development options of our country are focused toward the attainment of the status of an emerging economy by the year 2035, the importance of reinforcing the capacities of councils, to enable them effectively and efficiently play their role within the framework of the Decentralization of governance in Cameroon, cannot be overemphasized.
Ladies and Gentlemen
This exercise comes up at a time when we are faced with an academic year that has started in a peculiar way. This 2017/2018 academic year has witnessed a very timid take off which is gradually improving as days go by. The total enrollment from the 4th of September 2017 when schools officially re-opened to this date has witnessed a steady increase and so, on behalf of the Ministers of Basic and Secondary education, I wish to sincerely thank you all for understanding and acknowledging the fact that education is the foundation of every human endeavor and for taking the wise decision to send your children to school so as to better prepare them for the future.
If some children are still at home, I employ you to send them to acquire the knowledge they will need to cope in tomorrow’s world. The world is changing very fast and people without a sound education will not cope easily.
This workshop gives me the opportunity to acknowledge, particularly, all the stakeholders involved in the realization of the planned activities of the National Community Driven Development Programme (PNDP) in the North-West Region.
The full participation of all stakeholders in the realization of PNDP activities, which have been designed in conformity with the Growth and Employment Strategy Paper, GESP’s objectives, is one of the means par excellence, ushering us towards the attainment of vision 2035 for Cameroon as an emergent nation.
The entire administrative machinery of the North-West Region under the leadership of the Governor and SDOs is therefore requested to give the PNDP Regional Coordination Unit and the Mayors concerned, every necessary assistance for success in their activities and programmes. This appeal equally goes to all the technical services both at the levels of the Region and Divisions as well as to the beneficiary populations throughout the Region.

Ladies and Gentlemen
Before I dwell on the workshop proper, may I emphasize to this audience that although the PNDP, in its activities shall carryout some physical projects and supplies necessary for the advancement of council areas, the primordial role of the PNDP is to build the capacities of councils and development stakeholders, in a bid to inculcate the “principles of good practices and sustainable development” that will survive the PNDP.

Context and justification

The first environmental and social management framework (ESMF) of PNDP was developed in 2003, following a strategic study on the potential social and economic impact assessment of the programme, while the second was developed in 2009. After phases of effective implementation of the programme in all the 329 councils of the 10 regions and on the eve of the launching of the third phase which should be extended to the 31 district councils, it is necessary to take into account, changes that have occurred during the implementation of the first phase of the ESMF. These changes include: (i) environmental and social experiences arising from the implementation of micro projects carried out, (ii) legal changes which occurred alongside the procedure for the transfer of competences to local and regional authorities and the introduction of the environmental impact notice by ministerial order No. 00002/MINEPDED of 8th February 2016 establishing the framework of the terms of reference and the content of the environmental impact notice report.
Lessons learned from the implementation of the socio environmental management plan show that, micro projects implemented during this period have not given rise to any major socio environmental risks.


Generated impacts were sufficiently mitigated through the use of specific mechanisms and measures. From these tools, the environmental and social impact assessment form (screening form), which went operational as from 2006, has proven to be a real aid in decision making since it enables the identification of potential negative micro project impacts as well as corrective environmental measures.
New provisions introduced in 2005 by the two new environmental texts are clear on the procedure and categories of operations subjected to a summary or detailed environmental impact assessment. however, they offer nothing for small micro projects funded during the two proceeding phases. modalities provided for the carrying out of summary and detailed environmental impact assessments have proven to be long and  relatively costly. 
However, since 2013, the introduction of the environmental impact notice has come as an opportunity for simplification, subject to the condition that stakeholders, especially Mayors, take ownership of the modalities for their realization and approval; However, efforts to improve on the socio environmental aspects of PNDP involved the systematic environmental and social assessment of micro projects, based on the use of the standard form(screening form) which can be flexible depending on the nature of the micro project. This screening form enables a brief environmental and social compliance of the micro project.
The fruitful collaboration between PNDP and the ministry of environment, protection of nature and sustainable development MINEPDED has led to the organization of this training workshop that will in no small way harmonize the understanding of tools and methods with the actors involved especially, the Mayors, RD MINEPDED, DD MINEPDED and PNDP staff in the understanding of socio environmental aspects within the implementation of PNDP phase 3.


However, this workshop among other things will;

  • share experiences within the spirit of new legal provisions introduced in 2016 notably the Environmental Impact Notice (EIN).
  • Strengthen the capacities of the Mayors, Council Development Officers, MINEPDED on socio-environment issues within the implementation of PNDP III
  • Categorise projects under PNDP funding and the type of environmental evaluation needed.
  • State the role of the Divisional Delegate of MINEPDED, the Mayors, PNDP and other stakeholders in the understanding and taking into account of socio environmental aspects within PNDP funded projects.
  • Sensitise and inform the Mayors, CDOs, on good governance and on New legal provisions introduced in 2016 by the two new environmental texts
